After the ending in Tiberian Sun, in which Nod was defeated, however Kane tripulated a missile to shot down Philadelphia, one of the few remaining Nod Officers, Slavik, attempts to bring the CABAL core back online. Meanwhile, the Kodiak crashes, and the Tacitus is at stake between forces from both factions. CABL rises his forces against Slavik, as he reveals he had been using him, and GDI must eliminate the new threat, allied to Nod.
