After Romanov´s capture, everything seems calm, until President Dugan is called about a major threat: Yuri is still free, and had turned to Soviets. He managed to build an army, based on mind control, and managed to travel back in time, in order to start global domination via his Psychic Dominators: memories from his close friend Stalin he probably wanted to revive.

Allies and Soviets fight to stop this threat from spreading.
